Great card!
Strengths: Fast, supports DX10.1 and Shader 4.1.
Weakness: Gets extremely hot!
Not a whole lot to say, but this is a very fast card. Its support of the latest official standard of DX10.1 is a huge plus in my opinion, since none of the Nvidia cards support DX10.1.
I play Lord Of The Rings Online mostly, and it allows me to play in DX10 mode easily. I am using it with an Intel e8400 cpu.
The card does get extremely hot. You can edit the config file to speed up the fan, but that can increase the noise also. I installed an Accelero S1 cooler on it, but that was a huge pain in itself.
This card also has the exact same processor as its bigger brother the 4870 does. The only difference is the 4870 uses faster DDR5 memory. But other than that, nothing is crippled on the 4850.
